APPLICANT REQUESTS THAT:

Her DD Form 214, Certificate of Release or Discharge from Active 
Duty, be corrected to reflect she was awarded the Global War on 
Terrorism Expeditionary Medal (GWOT-E), Air Force Overseas Short 
Tour Ribbon (AFOR-ST), Air Force Good Conduct Medal (AFGCM) , 
National Defense Service Medal (NDSM), Air Force Longevity Service 
Award (AFLSA), Air Force Training Ribbon, Global War on Terrorism 
Service Medal (GWOT-S), Air Force Achievement Medal (AFAM) 
(administratively resolved), Afghanistan Campaign Medal 
(administratively resolved), Air Force Expeditionary Service 
Ribbon with Gold Border (administratively resolved), and the North 
Atlantic Treaty Organization Non-Article 5 International Security 
Assistance Force-Afghanistan (NATO Medal-ISAF)) (administratively 
resolved).


APPLICANT CONTENDS THAT:

She was separated shortly after returning from Afghanistan and the 
Military Personnel Flight (MPF) did not have enough time to update 
her DD Form 214 to reflect all her awards.

The applicant’s complete submission, with attachments, is at 
Exhibit A.


STATEMENT OF FACTS:

The applicant served on active duty from 4 Jan 06 until her 
honorable discharge on 3 Feb 10.  She was credited with 4 years 
and 1 month of active service and 5 months and 29 days of foreign 
service.

Her DD Form 214, dated 3 Feb 10, reflects award of the AFGCM, 
NDSM, GWOT-S, AFLSA, and the AFTR.

primary responsibility (OPR), which is attached at Exhibit C.    


AIR FORCE EVALUATION:

AFPC/DPSID recommends denial for award of the AFOR-ST, GWOT-E, 
indicating there is no evidence of an error or an injustice.  The 
Defense Finance and Accounting Service (DFAS) verified the 
applicant served in Afghanistan from 7 Jul 09 to 12 Jan 10.

The AFOR-ST is awarded to Air Force and Air Force Reserve members 
credited with completion of an overseas tour on or after 1 Sep 80.  
The applicant’s entitlement to the AFOR-ST could not be verified.  
Her deployment to Afghanistan for 179 days does not meet the 
criteria for AFOR-ST.

The GWOT-E is awarded to Air Force service members who have 
deployed abroad to areas of eligibility (AOE) in support of the 
Global War on Terrorism on or after 11 Sep 01.  Service members 
must have been permanently assigned, attached or detailed to a 
unit that participated in the specified AOE for 30 consecutive or 
60 nonconsecutive days; be engaged in actual combat against the 
enemy and under circumstances involving grave danger or death or 
serious bodily injury from enemy action, regardless of time served 
in AOE; killed, wounded or injured requiring medical evacuation 
from AOE.  After 30 Apr 05, no service members will not qualify 
for the GWOT; but will earn the AFGCM.

Service members cannot receive the AfgCM, Iraq Campaign Medal, 
Armed Forces Expeditionary Medal (AFEM), or the GWOT-E for the 
same action, time or period of service. 

The applicant is not eligible for the GWOT-E because she earned 
the AfgCM for her deployment to Afghanistan.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation(s) was/were forwarded to the 
applicant on 4 Oct 14 for review and comment within 30 days 
(Exhibit D).  As of this date, no response has been received by 
this office.


THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by existing 
law or regulations.

2.  The application was timely filed.

3.  Insufficient relevant evidence has been presented to 
demonstrate the existence of an error or injustice.  The applicant 
is requesting award of the Global War on Terrorism Expeditionary 
Medal (GWOT-E) and the Air Force Overseas Short Tour Ribbon 
(AFSOR-ST).  We took notice of the applicant’s complete submission 
in judging the merits of the case; however, we agree with the 
opinion and recommendation of the Air Force office of primary 
responsibility (OPR) and adopt its rationale as the basis for our 
conclusion the applicant has not been the victim of an error or 
injustice.  The applicant is not eligible for the GWOT-E because 
her service in Afghanistan was after the award period or the GWOT-
E.  The applicant’s deployment to Afghanistan does not meet the 
criteria for award of the AFOR-ST.  In regards to her request for 
award of the Air Force Good Conduct Medal, National Defense 
Service Medal, Air Force Longevity Service Award, Air Force 
Training Ribbon, and the Global War on Terrorism Service Medal, 
these awards are reflected on her DD Form 214 and therefore no 
action is required.  As for her request for all awards she 
received while on active duty, we note the Air Force office of 
primary responsibility has determined the applicant’s entitlement 
to the Air Force Achievement Medal, Afghanistan Campaign Medal 
with two Bronze Service Stars, Air Force Expeditionary Service 
Ribbon with Gold Border, North Atlantic Treaty Organization Non-
Article 5 International Security Assistance Force-Afghanistan and 
will correct his records administratively.  Therefore, we find no 
basis to recommend granting relief beyond that rendered 
administratively.


THE BOARD DETERMINES THAT:

The applicant be notified the evidence presented did not 
demonstrate the existence of material error or injustice; the 
application was denied without a personal appearance; and the 
application will only be reconsidered upon the submission of newly 
discovered relevant evidence not considered with this application.
